Always use CBR for streaming and CQP for recording.
CBR is constant bitrate which is more friendly on your ISP, the CDN you're streaming to and the viewers who are watching it - it would be really upsetting to be watching a stream and it lagging because suddenly instead of downloading 1Mbps on a static screen you need to download 20Mb or more just because more information was added to be processed by the encoder/decoder. CQP tries to maintain a constant quality and doesn't limit your bitrate when it needs more data, which allows for better compression and less artifacts/blocking, which is why it doesn't look as terrible when you have a lot of movement compared to CBR, and because you're recording you likely won't mind having a larger video file as a trade for better quality, especially because you can always encode it again to make the file smaller in case YouTube complains.
